We show how the concept of digital sovereignty emerged in the political arena and how it is used today. To this end, we analyse relevant sources and categorize the use of the term with regard to actors and subject areas. Individual digital competence emerges as an element of digital sovereignty. With SecAware.nrw, we present an online self-learning program on cyber and information security that strengthens the resilience of university employees in NRW in the context of cyberattacks and thus contributes to the digital sovereignty of public institutions.
